Michael Donley
General Counsel
Michael Donley serves as General Counsel for the Department of Administrative Services. He has more than a decade of experience in leadership roles in complex organizations, having previously served as general counsel, inspector general, and chief administrative officer. He has a decade of experience in private legal practice as a complex commercial litigator. He has many years of experience serving on municipal and county boards. He is also a proud U.S. Air Force veteran.
Michael served as a university faculty member, teaching law and professional ethics. He published in the areas of structured candidate evaluation in talent acquisition, leveraging university partnerships to build capacity in rural schools, and other aspects of K12/higher education institutional affiliation.
He holds a Bachelor of Arts (Phi Beta Kappa) from the University of Nebraska—Lincoln, a Masters of Business Administration from the University of Oxford, and a Juris Doctorate from the Harvard Law School.
