Under Statement on Auditing Standards No. 99 (SAS 99), Consideration of Fraud in a Financial Statement Audit, the auditor has a responsibility to inquire of management and others within the agency about fraud.

 

When the Auditor of Public Accounts (as our auditor) comes to your agency to perform an examination please, be advised that they will inquire of management about any potential fraud.

 

Some questions they might ask of management include:

 

  1. Does management understand what fraud is?
  2. Does management have knowledge of any fraud or suspect fraud?
  3. Does management communicate to employees the importance of ethical

behavior and appropriate business practices?

  1. What program and controls has the agency implemented to address identified

fraud risks or otherwise help prevent, deter, and detect fraud, and how are those programs and controls monitored?

 

If management has knowledge of any fraud or suspect fraud, you must tell the APA and also must contact State Accounting.
