TSB operates using a revolving fund and requests budget authority based upon the anticipated need for replacing existing vehicles only. If your agency is anticipating the possibility of needing additional vehicles, contact TSB for information and cost estimates. Agencies requesting additional vehicles will need to budget for on-going costs and dependent upon availability, budget for the purchase price as well. It is essential to plan ahead for these requests especially when considering legislation that may require additional transportation resources.

TSB shall consider fleet vehicles for permanent assignment to agencies when the following standards are met:

  1. The vehicle is required for a time period of thirty days or longer;
  2. The vehicle will travel a minimum of 1,000 miles per month;
  3. The vehicle will be utilized 17 working days per month; and,
  4. Dependent on vehicle availability, the requesting agency has budgeted for on-going costs.

For more information, please review Form PA. (TSB realizes that there may be situations and/or valid needs for vehicles that may not meet the standards listed above. In those cases, TSB and agency heads will evaluate those on an individual basis.)

Upon receiving requests for additional vehicles, TSB reviews all vehicles assigned to the requesting agency. TSB’s goal is to provide resources needed so agencies may fulfill their missions, while limiting increases in the State’s transportation related costs.

A completed Form J, is required for each new vehicle request. Please complete Form B for each new request being submitted as part of the annual replacement process.

Changes In Vehicle Type:

Agencies wishing to request replacement of an existing vehicle with a vehicle of a different type, may do so by submitting a completed Form J. Dependent upon availability and pricing, requesting agencies may be required to submit additional documentation.

Voluntary / TSB-Initiated Downsizing of Replacement Vehicles

With record fuel prices, we are asking Vehicle Coordinators to help reduce costs by carefully reviewing the transportation requirements for each of their agency's vehicles, and to consider the possibility of voluntarily accepting smaller sized vehicles replacements whenever possible. TSB may contact Vehicle Coordinators directly to discuss the possibility of downsized replacements for specialty vehicles including 4x4 pickup trucks, full-sized vans, SUV's and other models which typically have the poorest fuel economy.

Seasonal and Summer Use Vehicles

Requests for seasonal or summer use vehicles will be reviewed and approved based on existing fleet availability. New vehicles will not be purchased solely to fill seasonal or summer requests. Form S is to be completed and returned to TSB when your agency anticipates the need for additional vehicles on a temporary basis.
