Open Enrollment FAQs


When going through Open Enrollment, it is important to remember that you must scroll down to the bottom of the first screen in order to elect health, dental and vision coverage. If you ignore the text on the first screen and simply click the Continue button, it will cause you to waive those benefits.

When is Open Enrollment?

Open Enrollment begins at 8:00 a.m. CT on Friday, May 25, 2012 and ends at 5:00 p.m. CT on Friday, June 8, 2012.

How does LINK play a part in Open Enrollment?

LINK (http://link.ne.gov) is a portal that allows you to connect to various applications including the Employee Work Center, which is where you will do your Open Enrollment.

How do I access the Employee Work Center?

You should have received a username and password from the authorized agent in your organization. Although you may access the application once you get this information and can use it to manage many different functions, for most of you, your first experience with the Employee Work Center will be during Open Enrollment. If you do not have a username and/or password, contact the authorized agent for your agency.

Is it important to read all of the text and scroll down to the bottom of each screen?

Yes! The text on each screen provides helpful information and directions about the Open Enrollment process. For example, scrolling down to the bottom of the first screen allows you to select health, dental and vision benefits.

Once I complete Open Enrollment, is it necessary to print the confirmation sheet?

Yes! It is important you print the confirmation sheet and retain that sheet for your records. Printing and retaining the confirmation sheet is an important step in the Open Enrollment process.

Once I get out of Open Enrollment, how do I get back in to make a change?

It is very easy; just follow these steps:

  1. Log into the Employee Work Center.
  2. Click on the All About Me link at the top of the screen.
  3. Click on Benefits link at the bottom of the screen.
  4. Click on the Change Open Enrollment link that appears in the box.
  5. Make changes to your Open Enrollment elections. Your initial elections will show.
  6. Complete the process and hit submit.

Are there staffed computer labs I can visit if I need assistance with the Open Enrollment process?

Yes! Please visit http://link.ne.gov to view the lab schedule.

Is Open Enrollment training available for the new system we are using?

Absolutely! The new Open Enrollment system is designed to be a simple, user-friendly process. You can go to http://link.ne.gov and click on Open Enrollment Training Video in the bottom center of the page to view an approximately eight-minute online training, walking you through the Open Enrollment experience. In addition, there will be labs available throughout the Open Enrollment time period to assist those who would like one-on-one help completing Open Enrollment. Be sure to visit http://link.ne.gov for specific dates and locations.

How do I review rates and plan design for the 2012-2013 Plan Year?

Once again, LINK provides easy access to these resources.

  1. Simply go to http://link.ne.gov.
  2. Click on Wellness and Benefits Resources in the lower right-hand corner of the page.
  3. Click on Health Plans and Premiums under the Health Plans heading.
  4. Select the Plan(s) you are interested in reviewing.

Do we have a new health care administrator for the 2012-2013 Plan Year?

Yes. UnitedHealthcare will be administering medical and pharmacy claims for all state employees beginning July 1, 2012. You can learn more about UnitedHealthcare by going to http://link.ne.gov and clicking on one of the icons in the bottom right-hand corner.

  • This site contains information on coverage available to State employees who are eligible for insurance benefits.*
  • The State of Nebraska offers comprehensive insurance benefits to permanent *, full-time employees. Part-time employees who work 20 or more hours are also eligible for insurance benefits. Participation in the State's insurance program is voluntary. The State contributes 79% of the health insurance premium, 100% of the basic life insurance coverage, and 100% of the Employee Assistance Program cost (for participating agencies). All other insurance plans are offered to employees at a group rate.
  • Employees' contributions to the health and dental insurance plans are tax-sheltered under Internal Revenue Code 125. Anyone who participates in the health or dental insurance plans will pay their portion of the premium with before-tax dollars, which are automatically deducted from the employee's paycheck. The State also allows permanent employees to participate in two Flexible Spending Accounts, the Medical Reimbursement Account, and/or the Dependent Care Account.
  • * As a State of Nebraska employee, you will have the opportunity to select from insurance benefits listed for your specific employee-group type.
