For an employee in a non-classified position, the vacation leave total Prior Year 
Carry Over balance cannot be greater than the hours earned for the year, except 
in the case where an Agency has adopted a policy allowing the Carry Over 
balance to be in excess of one year's earnings, not to exceed 35 days.

CIR decision ordered that effective July 1, 2009, the following benefit changes go into effect for the "E" Bargaining Unit.  Wages and benefits were to be adjusted to the effective date of July 1st, 2009.
